Stakeholder Mapping

The quality of the interaction of various groups and stakeholders in cities – from public administration, private sector and civil society – will determine successful implementation of projects and measures relating to all the agendas. The implementation of any project should be conducted in a participatory and collaborative way in order to achieve the best outcome. A varying number of actors from different entities and levels of governance need to be involved throughout the process. These actors differ according to the degree to which they are affected, their interests and power to act and therefore in the way they should be involved in the process.

Goal

Understanding which stakeholders are relevant to the localisation of global agendas in each specific case.

Tasks

Step 1: Formulate the key issue

By producing a map of actors, what issue do you wish to address at a specific stage of a (future) project? It is a good idea to write down this issue on a flip chart so that it is visible while you are working through it.

Step 2: Identify the actors

Now, list all the actors relevant to the project and map them according to the stake diagram (local, national, international level) and their function (funding, supervision, operation, beneficiaries).

Step 3: Define the level of influence and interest

Place the stakeholders in the influence-interest matrix according to their level of concernment and interest in the process.

Note

Please do not only identify the overall group of stakeholders to be involved but try to define persons or representatives of these groups to be directly addressed and involved.
