Open City Toolkit
TOSCA (Toolkit for Open and Sustainable City Planning and Analysis) is an open-source toolkit developed by the Hafencity University Hamburg to facilitate exchange between city administrations and citizens as well as transfer of knowledge and data between different administrative areas. The application is published as open source and can be independently developed by software developers worldwide. The main purpose is citizen participation and decision-making in expert panels.
